In East Germany, an individual league, the DS-Oberliga, was developed in 1950 and this became the top level league of German football in East Germany. In 1958, the league renamed to the Football Overliga DFV, and was most commonly called the DDR-Oberliga or the DDR-Liga. There were 14 teams in the league, and two teams were relegated at the end of the season.

The national team losing to Yugoslavia in the quarter-finals stage of the 1962 World Cup was one of many impetuses that led to the creation of a national league. On the 28th of July in 1962, at the yearly DFB convention under the President Hermann Gösmann, who had only been elected that day, the Bundesliga was formed, and the first season took part the following year.

At that time, there were five leagues representing North, South, West Southwest, and Berlin in West Germany. East Germany, behind their wall, had its own league structure. There were 46 clubs that applied to play in the new league, and 16 teams were chosen based on how successful they had been on the field, their economic status, and how representative they were of the different leagues.
